Clearly Russia and China have been modernizing and expanding their nuclear arsenals. The danger of their use of any form of weaponry to gain military advantage over us is real. Our military-force structure of land-launched nuclear missiles, nuclear-missile-armed submarines, and strategic nuclear armed aircraft must be working as a deterrent to the Putin and CCP aggressors.
At the same time, these nuclear weapons must never be used and I will redouble efforts to rid the earth of the threat of use of these weapons, of course with the strictness in verification standards.
